Overview: When The Michigan Department of Transportation began its initiave a few years ago to improve overall project management, The CEO and his team first turned to enhancing the business requirements definition process. IAG was engaged based on the reputation of the Requirements Discovery Process and its experienced senior consulting team to pilot some new requirements elicitation practices. The selected engagement was to define the requirements for SafeStat or “the Safety Status System” that monitors and tracks the progress of traffic and safety projects. IAG provided a Senior Requirements Facilitator and Requirements Architect for a short term engagement to lead the requirements effort and and prove the expected gains in performance efficiency could be attained. For this complex million dollar project, IAG was able to help compress the requirements elicitation activities into less than 2 weeks. These requirements were then used as the basis of an RFP for outsourced developement with one of the major outsourcers – IBM, EDS, CSC etc. So precise were the requirements, that the variance in responses from the vendors was only $30,000, and the project team was able to use this precision to secure far better terms, including performance guarantees, and eventually delivered the project 33% under budget.
IAG has long since concluded its work with MDOT now, but this and other projects began an adoption of requirements definition best practices throughout the organization that are still in use today by their contractors and staff.
